Municipal Cards offers a Property Tax Savings and Economic Development Program that enables local governments to drive local spending while helping residents reduce their tax burden. The program, which is promoted by the municipality, offers residents a rewards debit card where the reward, calculated as a percentage of a purchase, is applied directly towards the resident's property tax liability. A greater amount of reward is earned on local and online purchases. Reward payments are paid in a single electronic file allowing for easy import into the tax software in a manner identical to that which is provided for escrowed property taxes.

PROGRAM
The Estate Card program enables local government to drive local spending while helping its residents reduce their tax burden. The program offers residents a rewards payment card where the reward, calculated as a percentage of a purchase, is applied directly towards the resident's property tax liability. A greater amount of reward is earned on local and online purchases.
STIMULUS
The Estate Card program has been approved as an ARPA allowed use to distribute stimulus funds to the hardest hit local businesses. This feature when being utilized, not only helps the local businesses but also helps the local residents and creates a new substantial revenue stream for the municipality Additional benefits are described below in the FAQ.
TECHNOLOGY
The Estate Card program is a platform allowing a municipality, its local merchants, and its residents to interact in a mutually beneficial way. Municipal Cards fully administers the program, providing all support including technology hosting, cardholder servicing, reward administration, tax payment preparation, customer support, reporting and program materials.
PATENTED
Issued patent, # 8,401,895, provides us with the exclusive rights in the United States to issue payment products for which rewards offset pre-existing liabilities and to issue payment products for which rewards are assessed based on the location of the transaction.
ADOPTION
In most jurisdictions, per Local Public Contracts Law and Regulation, due to the license fee being beneath the bidding threshold and the uniqueness and proprietary nature of the program, the program can be adopted by resolution of the governing body without a public bidding or RFP process.
DEPLOYMENT
Program deployment is rapid and simple. Minimal government resources are needed. There is NO impact on the tax software or IT platform.
NEW REVENUE
We offer a passive revenue share to the municipality to help fund its needs, hoping to ultimately help lower the tax base for all residents. This passive revenue share varies depending on the feature set utilized in each municipality.
